The history of the General Library of the National Academy of Internal Affairs (NAIA) is inextricably linked to the development of the academy itself, which traces its origins to June 11, 1921. On that day, the Red Militia Courses of the Kharkiv Provincial Militia began operating in Kharkiv. Later, in 1956, by order of the USSR Ministry of Internal Affairs, the Kyiv Special Secondary School of Militia was established, marking an important milestone in the formation of the modern educational institution. From the very first days of the school’s existence, general and specialized libraries began operating, laying the foundation for the academy’s future library collections. The first entries in the inventory records date back to January 15, 1957, which marked the official starting point in the library’s history. In 2022, the library celebrated its 65th anniversary, reaffirming its long-standing tradition of serving the educational and scientific needs of the academy.

Building a library from scratch was no easy task for a small group of enthusiasts. Vira Mykhailivna Kiselova, who became the library’s director in 1957 and devoted three decades of her professional career to it, made a significant contribution to building the collection and organizing the library’s operations. Thanks to her efforts, the foundations of the future library were laid.

In subsequent years, the library was led by L.M. Torshina (1986–1998), Valentina Radko (1998–2010), Igor Kondratyev (2011), and  Kosenkova  Natalia (2012–2023). Since 2023, the library has been headed by Lyudmila Georgievna Gaidar. Over the years, the library has not only maintained its functionality but has also actively developed, adapting to modern conditions.

The library staff has always been known for its high level of professionalism and dedication to its work. Among the employees who have faithfully performed their duties for over three decades, the following deserve special mention: Nina Zadorozhna, Olena Savchenko, Olena Shevchuk, Iryna Voloshina, Oksana Batrak, Nataliia Lys, Olena Chekhlenko, Tetiana Kovalenko, Tetiana Tykhonova, and Valentina Vozna. Their experience and knowledge have become an important resource for the library’s development. Today, the NAVS General Library serves as the academy’s information center, providing access to educational, scientific, and professional literature.

Its main areas of activity are:

• Supporting the educational process: providing cadets, students, and faculty with access to the literature necessary for learning and teaching.
• Supporting scientific research: providing researchers with the resources they need to conduct research.
• Organizing information resources: creating electronic catalogs and databases to facilitate access to information.
• Promoting knowledge: organizing thematic events, lectures, and exhibitions to enhance users’ information literacy.

One of the library’s key achievements has been the implementation of modern digital technologies. Thanks to the creation of an electronic catalog, users now have quick access to the library’s collections. The library is actively expanding its resources by adding contemporary scholarly literature and electronic publications.

As a modern cultural and educational center, the NAVS Library plays an important role in shaping public awareness and preserving national traditions. One of the key areas of its activity is organizing thematic book exhibitions that help popularize literature, broaden readers’ horizons, and foster an appreciation for cultural heritage.

The library places special emphasis on national and patriotic education. In this context, events dedicated to national holidays and significant historical events are held regularly. Such initiatives aim to foster a sense of pride in one’s country among citizens, an awareness of the importance of historical achievements, and the preservation of cultural identity.

Among the library’s most popular events are themed online presentations dedicated to dates such as Ukrainian Unity Day, Constitution Day, Independence Day, and others. These presentations are created using modern digital technologies, making them accessible to a wide audience.

To enhance the information literacy of higher education students, the library offers guided tours as well as individual and group consultations on reading culture.

The NAVS General Library continues to improve its operations, focusing on the needs of the modern educational process. Future plans include further expansion of electronic resources, the introduction of new forms of remote access to information, and the development of interactive services for users.

The library plays an important role in preserving and developing the cultural heritage of the National Academy of Internal Affairs (NAIA), providing access to the scientific achievements and creative works of the academy’s staff. One of the key areas of its activity is supporting the NAIA’s electronic repository, which serves as a modern tool for storing and disseminating the results of scientific research.

The electronic repository is an important resource for researchers, cadets, students, and faculty, providing them with the opportunity to access publications, dissertations, monographs, and other materials produced within the academy. This approach not only helps preserve intellectual heritage but also makes it more accessible to a wider audience.

The library’s activities are multifaceted and aimed at meeting the educational, scientific, and cultural needs of its users. Providing access to information resources, supporting the educational process, and organizing cultural and educational events—all of this contributes to creating an environment conducive to the comprehensive development of higher education students and faculty. Thanks to the implementation of modern technologies, the development of electronic resources, and the improvement of organizational processes, the library remains a vital center for the academy’s educational and research activities.
