Since March 2018, the National Academy of Internal Affairs has operated a training department for pre-medical care, which was established as part of the NATO project “Multinational Telemedicine System for Emergencies,” the “Science for Peace and Security” program.

Given current realities, the department’s primary mission is to train individuals who, in accordance with Ukraine’s current legislation—specifically the laws “On Emergency Medical Care” and “On the National Police of Ukraine”—are required to provide pre-medical care to victims.

The department is equipped with state-of-the-art equipment from leading global manufacturers (Laerdal, SAM, AMBU, SPENCER, HeartSine, Persys Medical, Heal Force, Beacon, Leina-Werke, IGAR, HARTMANN), which meets international standards and enables students to enhance their foundational knowledge and develop the skills necessary for the effective performance of their professional duties. The training manikins are designed to closely resemble the characteristics of the average person.

Classrooms are equipped in accordance with European standards and feature state-of-the-art multimedia equipment. The facilities and equipment allow classes to be held both within the department and at specially equipped training grounds, using various scenarios that closely mimic real-world conditions.

The unit includes combatants and veterans of the Russian-Ukrainian war. The instructors have extensive combat and practical experience in providing pre-medical care, which they pass on to the cadets and students of the academy.

The instructors also underwent refresher training to update their knowledge and skills in frontline areas of Ukraine, particularly in the Donetsk region.

• Main Responsibilities of the Department

  – training and professional development for individuals who, under current Ukrainian law, are required to provide first aid to victims, but who do not have medical training, namely: employees of the National Police of Ukraine and the National Guard of Ukraine, employees of the State Emergency Service of Ukraine, and other individuals who, by virtue of their official duties, must possess practical skills in providing first aid;

  – training and professional development in the provision of first aid for employees of enterprises, institutions, organizations, and individuals (on a contractual basis);

  – training in basic first aid skills (actions to take in cases of bleeding, respiratory arrest, fractures, loss of consciousness, burns, etc.), familiarization with first aid protocols in emergency situations prior to the arrival of medical personnel, and practice of the acquired skills;

  – training in techniques and methods for ensuring personal safety while providing assistance;

  – building psychological resilience and developing observation skills, alertness, memory, critical thinking, and other professionally important qualities;

  – conducting career guidance activities with students at lyceums, schools, and other educational institutions;

  – promoting first-aid training, organizing introductory and elective classes, and participating in public events (competitions, demonstrations, flash mobs).
