Kyiv Center for Specialized Professional Training “Police Academy” (continued  — Center) It is a structural unit of the National Academy of Internal Affairs (NAIA), established to train highly qualified specialists for the National Police of Ukraine.

The center began operations in March 2017 as part of the department responsible for coordinating the work of the “Police Academy” initial vocational training centers, which at that time included the Kyiv, Vyshhorod, and Chernivtsi centers.

In August 2019, as a result of a reorganization carried out in accordance with Orders No. 381 of the Ministry of Internal Affairs of Ukraine dated May 17, 2019, and No. 620 of the National Academy of Internal Affairs dated May 31, 2019, the Center became the sole separate unit operating independently. The legal basis for the Center’s establishment is the Concept for Reforming Education in the Ministry of Internal Affairs of Ukraine, approved by Order No. 1252 of the Ministry of Internal Affairs of Ukraine dated November 25, 2016, as well as Orders of the Ministry of Internal Affairs of Ukraine No. 283 dated March 21, 2017, and of the National Academy of Internal Affairs No. 537 dated April 10, 2017.

In 2019, the Center became part of the structure of Educational and Research Institute No. 1 of the National Academy of Internal Affairs (Order of the Ministry of Internal Affairs of Ukraine No. 851 dated January 14, 2019), and in 2025, pursuant to Order No. 22 of the Ministry of Internal Affairs of Ukraine dated January 14, 2025, it became an independent unit of the National Academy of Internal Affairs, underscoring its key role in the system of training highly qualified police officers.

Since its inception, the Center has trained more than 6,000 specialists for various units of the National Police of Ukraine, which attests to its significant contribution to building the professional workforce of law enforcement agencies.

Prior to the 2019 reorganization, the duration of training at the Center was 4 months. Following the reorganization, the initial vocational training program was extended to 6 months, which allowed for a more thorough mastery of knowledge and skills. Upon successful completion of the program, trainees receive a diploma certifying them as skilled workers in the profession of “Police Officer” with the appropriate specialization and are authorized to begin performing their official duties.

The Center's curriculum includes more than 100 academic disciplines (courses), which are divided among four levels of study:

• General professional training program—developing the basic knowledge necessary to perform police duties.

• Professional-theoretical training program — in-depth study of the theoretical aspects of law enforcement.

• Vocational and practical training program — hands-on practice of the skills needed to work in real-world conditions.

• Firearms training course — mastering specialized techniques, tactics, and skills in handling firearms.

The training is conducted by 31 faculty members, of whom 2 hold a Candidate of Sciences degree and 5 hold a Doctor of Philosophy degree. Most of the instructors have practical experience working in various police units within the Ministry of Internal Affairs of Ukraine, which ensures that the classes are highly practice-oriented.

The center provides training for police officers in the following areas of specialization:

• A police officer in a special operations unit;

• Investigating Officer;

• A police officer assigned to the educational security service;

• Police officer in the support units;

• Investigator (inquiry officer);

• Police officer in the preventive operations unit;

• Patrol officer | patrol police response officer.

Since 2025, the Kyiv Center for Initial Professional Training “Police Academy” has been offering a training program for bomb disposal technicians (Demining Center), which trains bomb disposal technicians (5169).

Raising public awareness of the dangers of landmines and fostering cooperation with professional mine clearance teams are top priorities for the Demining Center.

The primary objective of the training program is to teach deminers mine clearance techniques and reduce the number of incidents involving explosive ordnance. The deminer training program (Mine Clearance Center) not only provides professional training for demining specialists but also helps them develop the skills needed to conduct public awareness campaigns on the risks associated with explosive ordnance.

As part of the course, students learn the basics of mine and explosive ordnance disposal, the classification of munitions, the principles of operation of mines and improvised explosive devices, and safety rules for conducting demining operations. Significant attention is given to international standards for mine action (IMAS), procedures for surveying areas, and the use of metal detectors, probe rods, and other specialized equipment.

The practical component involves honing skills at training ranges: searching for mines, marking hazardous areas, organizing clearance operations, and collaborating as part of a demining team. Trainees learn to operate in high-risk environments while adhering to strict safety protocols and quality control procedures.

Upon completion of their training, the deminers are able to professionally carry out humanitarian demining operations, ensuring the safety of the civilian population and the restoration of infrastructure in liberated territories.

In addition, the Center’s demining training program offers short-term mine safety courses under the “Fundamentals of Humanitarian Demining” and “Demining Operations” curricula, designed to provide participants with basic knowledge and practical skills in the field of mine action. The training takes into account current security challenges in Ukraine and prepares participants to safely carry out their duties and conduct public awareness and outreach activities among the population.

Infrastructure and Logistics

The center is located at: Kyiv, 3 Iryna Bekeshkina Street. To facilitate the educational process, the Center uses eight modern classrooms, one of which is equipped with an interactive whiteboard. Each course is equipped with multimedia equipment, which promotes effective learning. Students at the Center have access to the Institute’s library collection and the NAVS digital library, which contains a wide range of educational and academic materials.

The Center offers comfortable conditions for studying and living:

• Medical Unit – to provide medical care to students and staff.

• Gym – for physical training and maintaining a good level of physical fitness.

• 25-meter shooting range – for practical firearms training.

• Auditorium – for hosting events, lectures, and ceremonies.

• A dining hall that seats 200 people — to ensure high-quality meals.

• The dormitory, which accommodates 150 people, is equipped with shared closets, nightstands, tables, and chairs to ensure a comfortable stay for the center’s students.

• Shelter for 200 people — to ensure safety during air raid alerts.
